Thalle Construction Co., Inc. is pleased to announce a career opportunity for a Project Manager– Embankment Operations to lead and oversee heavy civil earthwork projects involving embankment construction, mass grading, excavation, fill placement, and soil compaction on the Central Everglades Planning Project (CEPP) Everglades Agricultural Area (EAA) A-2 Reservoir in Palm Beach County, Florida. This will be a 10-year project and marks the largest contract in the Jacksonville District’s history, valued at $2.87 billion. Thalle will oversee the construction of a 17.75-mile embankment dam and associated structures. This project offers potential Project Team members a valuable opportunity to broaden their professional experience and advance their careers throughout its duration. The CEPP plays a vital role in Everglades restoration, aiming to enhance ecosystem health, improve water storage, and increase resilience to climate change.

Job Title: Project Manager – Embankment
Salary: Competitive compensation package based on experience.
This position is responsible for planning and executing embankment and heavy civil earthwork projects, including mass grading, excavation, placement of fill materials, and construction of roadway, dam, levee, and other structural embankments. The successful candidate will combine strong project management expertise with hands-on knowledge of earthwork operations, soil placement and compaction, grading, materials, and heavy equipment, ensuring projects are delivered safely, on time, within budget, and in accordance with project specifications.
- Manage the planning, execution, and completion of embankment and heavy civil earthwork projects, including excavation, fill placement, grading, and compaction operations.
- Develop and maintain project schedules, budgets, manpower plans, equipment plans, and resource requirements to meet production and project requirements.
- Oversee daily field operations involving mass excavation, embankment construction, soil placement, moisture conditioning, grading, and compaction.
- Coordinate with project engineers, surveyors, inspectors, subcontractors, and field crews to ensure work is performed according to plans, specifications, and applicable standards.
- Monitor production rates, material quantities, equipment utilization, and project costs, implementing corrective actions to maintain schedule and budget performance.
- Ensure proper selection, placement, moisture conditioning, lift thickness, and compaction of embankment materials in accordance with project specifications and testing requirements.
- Coordinate material sourcing, hauling, placement, and stockpiling activities to maintain efficient earthwork operations.
- Manage equipment and subcontractor resources, ensuring appropriate availability and utilization of dozers, excavators, scrapers, graders, compactors, haul trucks, and other heavy civil equipment.
- Conduct project risk assessments and develop contingency plans to address site conditions, material availability, weather impacts, production challenges, and other construction risks.
- Ensure compliance with OSHA, MSHA, environmental requirements, project specifications, and applicable state and local regulations.
- Work closely with quality control and testing personnel to monitor soil characteristics, density, moisture content, compaction, and other required testing and documentation.
- Provide technical expertise, leadership, and direction to field personnel to promote safe, efficient, and high-quality embankment construction.
- Prepare and communicate project updates, production reports, cost forecasts, schedule status, and key performance indicators to senior leadership.
Education and/or Work Experience Requirements:
- Bachelor’s degree in Civil Engineering, Construction Management, Mining Engineering, or related field (or equivalent experience).
- 5+ years of progressive experience in heavy civil construction, earthwork, mining, aggregates, or related industries, with at least 3 years in a project management or supervisory role.
- Demonstrated experience managing embankment, mass grading, earthwork, or large-scale soil placement and compaction projects.
- Strong knowledge of soil mechanics, earthwork operations, grading, compaction, and heavy civil construction methods.
- Experience coordinating heavy equipment, material quantities, hauling operations, and field production.
- Proven ability to manage project budgets, schedules, manpower, equipment, subcontractors, and multiple priorities simultaneously.
- Experience working with project plans, specifications, surveying/layout, quality control testing, and construction documentation.
- Familiarity with OSHA, MSHA, environmental regulations, and applicable construction standards.
- Excellent leadership, communication, problem-solving, and negotiation skills.
- Proficiency with project management software, scheduling tools, estimating/cost-control systems, and Microsoft Office Suite.
- PMP certification or equivalent project management credential preferred.
